If a city official comes to your house to take a decibel reading in response to your complaint
 DO NOT ALLOW HIM TO TAKE THE
READING
IF:

1) He/she does not provide you with his credentials stating that he is certified to take sound readings.

2) He/she is not empowered to issue a summons.

3) He/she does not come on the same day of the noise complaint or the noise has stopped.

If the official insists that he is mandated to take it, call  and/or email
The Mayor's Office 
immediately and state the circumstance in the delay of the reading and you want it on record.  Also, notify TrackRacket as well so we have a record of the  incident.

UPDATE ON NOISE REPORTS:
4-30-2010
We have no proper means of lodging a complaint as the City has effectively hampered our ability to do so.  A nuisance complaint is officially handled by the County Health Department, however, they say they cannot take a report because it is the racetrack and to call the Police.  The City passed the duty of responding to nuisance complaints to the Police Department, however they refuse to take a complaint against the racetrack as well.  When you call the Police, they tell you to call City Hall and ask for extension #7632.  This is misinformation for it is the Construction Office!.  What's up with that?  So I called the construction office and was told the following:

"The correct extension to dial is #7290 for Wayne Caregnato.  He is in the office on Mondays and Fridays."

Well, what happens when you experience noise any of the other days?  Is there anyone who can take a complaint in real time and respond to your complaint in real time? Have they stopped monitoring the noise levels altogether?

How does it feel to have no recourse provided by the City of Millville to protect your quality of life and your private property?  

For those of you who live in the Townships, call your Municipal government (numbers provided in the right hand column) and call the State Police to lodge your nuisance complaint.   The State Police may not be able to do anything about it, but at least they respond and record your call.  :-)

In order for your complaints to be recognized and registered, send them to TrackRacket.  You can send them daily, weekly, or monthly.  Or you can send them when you experience excessive noise.  Whether it is a single report or a weekly report, it is important that it be logged.  Keeping a tally on how often the noise is a nuisance is extremely important. Keeping a report log is easy and simple- mark down the date, time, type of noise (engines or loudspeaker) and the noise rank (on a scale of 1 to 5- 5 being unbearable).

HAVE YOUR VOICES HEARD OVER THE NOISE

If thundering roar of racing engines are wreaking havoc on your day to day activities and so affects your quality of life that you can no longer live your life the way you use to do, call the individuals, organizations listed below and call often! 

Let them know each time that you are unhappy and this is not what you signed on for!  Let them know that you can no longer accept that this is the way we have to live.  Let them know that you fear for the devaluation of your property due to unhealthy noise levels.

YOUR COMPLAINT NEEDS TO COUNT!
Excessive noise constitutes a nuisance.
Nuisance complaints are handled by the police department of your local community.  All calls placed to the police are logged in and counted.
CALL THE POLICE FIRST!
They will most likely say that they cannot do anything, but the important part is to
LODGE THE COMPLAINT!




It must be officially lodged at City Hall.
HOWEVER, THEY DO NOT ENFORCE THE ORDINANCE ON WEEKENDS! 


Don't let that discourage you.  If the telephone is not answered, do not hang up! Leave a message on the answering machine.  For faster access press the # sign during the recorded message. 

Provide or record your name and home address, telephone number (day or evening or both), and a brief statement of the nature of the complaint including the noise source, the time when observed, the duration and the frequency of the noise.

All complaints received by the city either by email, phone or letter, are supposed to be documented and accounted for.  This is why it is important to make your voices heard.  Lodge a complaint every time you are impacted by the noise.  In these complaints, state the full nature of the noise and how it is affecting your quality of life.  Be sure to state your full name and address so they know you are serious.  Email and phone calls are the most expedient, however, written letters bear more weight.

BE VOCAL!     BE LOUD!     BE HEARD!
Letters to the Editor of all the local newspapers are extremely effective.  The same complaint lodged to the city can be used as the context of a letter.
